Download a settlement payment proof

Minimum role: ADMIN. Active workspace via the X-Workspace-Id header. fileName is the same value returned in paymentProofs[].fileName by GET /settlements (URL-encoded). Like /document, it responds with a 302 to a signed URL, valid for 5 minutes, in the private bucket.
