Cancel an event (keeps the record and its sales)

Minimum role: ADMIN. Active workspace via the X-Workspace-Id header.

Sets the event and ALL its dates to CANCELLED and turns off the waiting room. Unlike DELETE /events/{id}, it PRESERVES the record: sales, issued tickets and the audit trail for refunds remain. Idempotent: cancelling an already-cancelled event returns 200 with no changes. Does not trigger refunds — use POST /sales/{id}/refund for that.
